That's not even a question. The Atlanta Hawks are horrible. The Cavaliers aren't great, but (even without Lebron) their defense is much better than the Hawks'.

Atlanta, by far.
A big part of this is the D-line, and that the Atlanta offense can sustain long drives, keeping their defense fresh.
In time, Crenel should be able to bring the opportunistic, run-stuffing style of play. I'm not sure that McGinest is the answer, but he'll have a good influence.
Some of Cleveland's problem is a losing mentality. Denver imported all of their defensive guys, and they all contributed substantially.

Atlanta will be better. John Abraham gives Patrick Kerney some help on the outside pass rush, and Cleveland is still learning Romeo Crennel's system.
