If you're going to take the time to have a web site, be sure to pay for your web hosting. With free hosting, you have all those annoying ads and you end up with a very long URL. Have you thought of hiring someone to design your web site? To design a good web site takes time. Of course, you can use the free templates available on the web, but I find them limiting in what I want to do.

Second, do it. Use an HTML Editor or WYSIWYG Editor (What You See is What You Get) such as MS FrontPage.
Lastly, publish it or ulpoad it online. Try http://www.bravenet.com/ http://www.geocities.com/ or http://www.atspace.com/
Try searching online for more ideas to "spice up" your site.
