It all depends on the yard. If you have neighbors very close, or have a deck or patio that feels very exposed, a fence may help sell the home. But I'm not sure if it would increase the property value by the full $4,500. Ask yourself if you would be willing to pay more for that house if it had a fence. If you're just building a fence as a price booster, don't bother. If it will actually enhance the property, it may make it easier to sell. If you're looking for things that will boost property value they usually involved updated kitchens and bathrooms, or new windows, that kind of thing. Good luck.

How big is the privacy fence?
Pre made panels or from scratch?

You can do it for 10 bucks or 800 bucks?
How much labor do you want to make off of it.

Depends upon your location, but a general rule of thumb is that labor = supplies and materials cost.
