Do you mean your avatar picture? You need to have an avatar first.
Otherwise there should be a way to upload an actual photo when you are setting up your preferences.

To put in a custom picture instead of a created avatar, create a profile and upload your picture to:
http://360.yahoo.com/
You will need to set your picture in 360 to be the default picture, this makes it accessible in your profile in Yahoo Answers.
