High frequency EM waves carry a lot of energy. They also require high energies to create. Usually, those high energies can only be created by particle acclerators.
The problem with these machines is that they are very large, and therefore very expensive. So high-powered lasers can only be afforded and installed by full-time particle laboratories.

Finding a surface that x-ray will reflect off, x-rays are good at passing through things but not so good at reflecting off surfaces.
