Can these seeds/pods be picked off and must they then be dried ? I have never noticed so many like this year.

I think you have bag worms. If they aren't too bad you can pick them off.

Evergreen trees get pine cones what you may have is worm pods which hang from the brances. You should pull these off and step on them or put in the trash

You mean pinecones? I don't know of any other seed pods on a evergreen.

you have to pluck off their unis macgreen shell before attempting to handleing them
