I know this may be a "Cledis" question, but if (clean) chip bags and similar types of bags would do the job, then why not?

sure, there is foil IN the construction of the bag, but its not the surface, that is still plastic and can easily build up enough static electricity to fry your chips (thats the computer components, not the bags original contents)

The bag is NOT a conductor of electricity! You need a wrist band static strap to discharge any voltage difference between your body and the computer! The bag wont do this! All a static strap does is provide a conductive path between you and the computer case. This makes your body voltage potential the same as the computer chassis. A piece of wire, stripped of insulation enough to wrap around your wrist and attached to the ground of the mobo will do the same.
