"To consist of" means to be made up of. For example, a baseball team's starting lineup consists of nine players.

As far as "consist in" I've never really heard of or seen this term used, and I'm an English buff.

TO CONSIST OF means to be made up of something
What does this dish consist of?
Those cookies consist of flour, butter, sugar, chocolate, and vanilla

TO CONSIST IN : means to be based on or defined by something
Liberty consists in the absence of obstructions
Her talent consists in her superb musicianship.

your body consists of blood . I haven't heard of any one using consist in!
