Well, you have to thouroughly clean it every 3-5 days so that it doesnt get disgusting.

What is a little breeder tank? How many gallons? How many fish? Don't you have a filter? What does sandyish mean, cloudy? Much more info is needed for good answers.

Every time you take all the water out of a tank and clean it, it will get cloudy as the helpful bacteria build back up to where they should be. It is a normal part of the nitrogen cycle that all tanks have to go through when newly set up.

Just use a gravel vacuum (siphon) every time you do a water change, and the feces and leftover food will not be in the substrate any more.
