Sorry, no:

Google Earth Minimum configuration for PC:
Operating System: Windows 2000 or Windows XP
CPU: Pentium 3, 500Mhz
System Memory (RAM): 128MB
Hard Disk: 400MB free space
Network Speed: 128 Kbits/sec
Graphics Card: 3D-capable with 16MB of VRAM
Screen: 1024x768, "16-bit High Color"

Keyhole 2 was the product before Google Earth, although Keyhole 2 is out of support it's requirements were:

Minimum Configuration
Operating System: Windows 98/ME, Windows 2000, Windows XP
CPU Speed: Intel® Pentium® PIII 500 MHz
System Memory (RAM): 128MB
200MB hard-disk space
3D Graphics Card: 3D-capable video card with 16MB VRAM.
1024x768, 32-bit True Color Screen
Network Speed: 128 kbps

You will need to search for it on the Internet to find alternate download links for Keyhole 2, in June 2006 Google changed their download links of Keyhole 2 to Google Earth.

Duh! cause Micro-snot hasn't granted us access to their latest diabolical scheme to rule the world yet!

Besides some of us have been able to get it to work just fine on 98se.
