Like a store,for example.It was shot down because some people called it racist.Unless you're waiting for someone to come out the place or if you work there, why do you need to be out there in the first place?By the way, I see this more so in inner city areas than I do anywhere else.

The issue with the proposed ordinance was not in its intent, but in its application. Community activists, many of whom inherently suspicious of the Chicago Police Dept's conduct in recent decades, saw this as a way for CPD to harrass certain ethnic groups under the cover of public safety.

Obviously, if you're not one of the "oppressed" groups, you don't see the point of the whining, but given some of the more publicized cases of apparent race-based abuse within the Department, you have to be somewhat wary. After all, one day it may be _your_ civil rights that's being abused.
