You are buying what is in effect an insurance policy against rust, but most have so many limitations that it is almost impossible to have any rust repaired.
If you actually look at the rustproofing warranty, it requires you to have the car inspected every year or two, and if you do not the warranty is invalid. Seeing as most people will forget about the inspection, they do not have it done and the warranty is void.
Rustproofing is a high profit item to the dealer, which is why they recommend it so highly!!

A lot of the aftermarket rustproofing jobs are done very badly. I've heard quite a few horror stories about the material plugging water drains or otherwise making the car rust worse than it would have without it. Most modern cars have a zinc coating under the paint and other measures to protect them from rust anyway.

the Mad Scientist hit the nail on the head.
from growing up around a body shop (my dad and uncle are life long bodymen) probally 99% of the time the rustproofing crap plugs the weep holes in the body work.
so when it rains or you wash your vehicle, instead of the water draining out the weep holes, it just sits in the body cavity.

Believe it or not a new car since about 95 has an E_Coat dip before primer and paint. this is an electrostatic covering to inhibit rust. Chryslers are powder coated which is even better so NO I wouldn't waste the money

Car manufacturers already design their cars with rust prevention in mind. Additional aftermarket rust proofing is unnecessary and is typically a ruse to up the price. If you really feel you need additional rust proofing, buy the car without it, then take it in yourself. You'll save a significant amount.

It is actually not recommended anymore. It seals dirt and moisture underneath and the vehicle will still rust.
