I'm in the US, so I'm assuming the ministry of housing provides subsidized housing or public housing for the poor or group homes for the mentally ill or something like that.
If the police are not doing anything, go to the ministry of housing and to the ministry of mental health (or whatever ministry deals with mentally ill people). Ask a social worker to come out and talk with him or at least observe him from your house. You need some evidence that he might be dangerous.
If you have a video camera, tape him staring out his window at you. Try and get some audio of him talking to you. I don't know if that is legal, but at least it is proof that his is scary.

Aside from reporting it, better let family, friends, and coworkers know about the situation too in case this freak decides to start stalking you. Buy extra locks for your doors and windows.
