If you want to do this easily, use the cheats. Before you start the mission, get wepaons tier three, and a hotring racer, and park it beside the malibu club. Go into the mission, and get in your car. Drive north and take the first left (You'll pass the pizza place). Keep driving, and turn right before the bridge, turning left at the the end of the road. You'll go over a bridge past the golf club. This bridge is usually empty so drive as fast as possible. When you get over the bridge, drive down the bank onto a parallel road. You should be able to find the scrap yard easily from here. Before you go down the little side road, get out and get a rhino tank. You can just drive through to the building lance is in. Block the entrance and kill all the men there. When they are dead, get into the rhino with lance. (If necessary, take out some of the men outside) then, simply drive off to the hospital.
If you don't want to use the cheats, follow the directions in a fast car (Infernus or similar) and instead of getting a rhino tank, use a very fast gun (SMG or similar) to take out all the men. Then you can run out with Lance and get a car outside the scrap yard
