They are not Easter eggs as Sweet girl said. An Easter egg is a hidden message or feature in an object such as a movie, book, CD, DVD, computer program, or video game. The term draws a parallel with the custom of the Easter egg hunt observed in many western countries.

Rennegade has it completely wrong too. Pages don't get 'points' which move them up the rankings. That is not how search engines work but this is http://computer.howstuffworks.com/search-engine1.htm

cuite didn't even read the question and answered something else entirely.

Maybe Yahoo! Answers should change its name to Yahoo! Wrong Answers :)

The correct answer is:

This phenomena has a name which is 'Google bombing' and is a result of a large number of sites linking to the GW Bush page with the word 'failure' in the anchor text of the link. You can read more about 'Google bombing' here http://en.wikipedia.org/wiki/Google_bomb

Internet search engines are special sites on the Web that are designed to help people find information stored on other sites. There are differences in the ways various search engines work, but they all perform three basic tasks: * They search the Internet -- or select pieces of the Internet -- based on important words. * They keep an index of the words they find, and where they find them. * They allow users to look for words or combinations of words found in that index. Early search engines held an index of a few hundred thousand pages and documents, and received maybe one or two thousand inquiries each day. Today, a top search engine will index hundreds of millions of pages, and respond to tens of millions of queries per day. In this article, we'll tell you how these major tasks are performed, and how Internet search engines put the pieces together in order to let you find the information you need on the Web.

If lots of people searched for failure, then scrolled through all the search pages until they found something about George Bush and selected that page, that page would then get 'a point' which would progressively move it up the list for when someone searched for failure again.
Eventually when enough people do it, the George Bush page would have enough points to move it to the very top of the list of results when people searched for failure.
The top result of the list then will be displayed if you select I'm feeling lucky on a search

I beleive that is the way that google search results are comprised.
