I agree with the previous answer regarding the blown fuse.
It's pretty rare when a bike won't turn on...you should be getting or seeing 'something'.
Double check your fuses and make sure the connections are clean, you might also want to wiggle the kill switch and the wiggle the key in the ignition.

1. did you put acid in the battery?
2. hook up terminals correctly?
3. Did the battery come with a 'dry charge' or does it need to be charged?
4. check fuses?
5. check starter switch, starter, wiring?
6. CDI box?
did it run before the battery replacement?
are you trying to start this bike for the first time since you have acquired it?

When you say "will not turn on", do you mean turn on the key and nothing, no lights anywhere?
Like Site23 said, could be the main fuse.
The ignition switch might not be plugged it.
The ignition switch could be bad.
If you mean turn on the key and push the starter button, the engine won't crank over. Word your question differently.
