hi, i recommand you to use firefox with Google toolbar. which is most powerful in popup blocking.
besides, firefox can block any any poppus and disable any virus and adware, spyware on webpage, so, firefox is much safer than IE. as you know, most of the virus is spread throught internet and webpage.
firefox is much smaller than IE, so i run faster than IE.

you can also adjust the hardware firewall that is built into most modems by going into the set up on the modem brands website and making a custom firewall, it totally kicks *** against any stupid software fire wall, and most allow you to prevent popups by filtering them out.
