They fear losing their power and/or reson to stay hired. It makes them the owner of the knowledge and ability to do things, instead of their reports. Ironically, the main goal of a manager should be to make themselves obsolete-- so that the work can be done by the reports.

Delegating is a very challenging skill, and it involves a lot of teaching. Often, managers get caught in the trap of delegating work that is too easy (mail this letter, set up a meeting for this, and so on). When easy work is delegated, the manager can still feel overwhelmed by her workload, and the employee is frustrated by a lack of challenge.
On the other hand, if a manager delegates inappropriately, the work will not be completed properly, resulting in rework or failure.
The trick is for a manager to select a project that is challenging to the employee, will free the manager up significantly and provide value to the employer.
Successful delegation starts with a hearty dose of teaching. The employee needs to understand what the desired end result is, what her parameters are, and what tools are available. Delegating a task the first time usually takes more time--but if done correctly, the employee will have gained a skill that will pay back many times over.
So, it's not that managers don't want to delegate--it's mostly that they are unfamiliar with the teaching skills that make it sucessful.

Managers have difficulty delegating because the work crew consists of people who think they should be entitled to earn their wages for little or no work.
Workers want shorter hours, less work load, more benefits, and higher pay. No one wants to "work" particularly if it is in a "menial" field.
They are not dependable. They call in more days than they come in. When they do show up it takes them an hour to get ready to work. They do as little as possible and they do that poorly. They leave early without putting things away and finishing the end of shift tasks.
Why would I delegate to someone I can't depend on to get the work done?

I work as a marketing manager in a multinational and i used to have difficulty in delegating bec i did not fully trust my subordinates.. as i observed them getting more experienced i started giving them more initiative.. but i guess it is a question of personality. some managers are more control-freak than others and they believe the best way to get a thing done is doing it themselves.. However it is usually wrong. You know the old Chinese story; you should not give the hungry man a fish, you should teach him to fish, thus you'd be doing a bigger favor to him. so to sum up; it is either bec of the manager or the team. need more details, just tell me..

i believe the reason why many managers and supervisors have difficulty managing certain people stems from a number of things.
First the environment they work in. If it is a hostile work environment then the manager/suprv will have a difficult time when the employees hate each other.
Second, alot of managers tend to suffer from separation anxiety I like to call it. They can not separate themselves from the employee either socially or professionally. They tend to be there buddy or pal and thus an ineffective leader
Third, is the opposite of the statement above, the manager tends to forget where he or she came from and thus is a hard *** and doesn't understand his or her employees and elevates themselves to a higher level then them.

Basically, lack of trust and lack of regard/respect for others' performance, are the reason for poor instincts of no-delegation. Convincing with performance and loyalty is the remedy. Managerial refresher courses set in some corrective measures in many cases thro' effective case studies and discussions. Books also help.

Managers do not have difficulty delegating, if they cannot delegate they are not managing and therefore are not managers.
