I am assuming Samantha has a job. The first rule is to pay yourself first, i.e., put the money in a safe place, money market, 401k. Secondly, tell Samantha to allocate money for rent ,utilities, food. These are the basics. If she has a car, and it's probably new, she must get a used car, or rely on public transportation. Thirdly, she does not have to have the latest styles in clothes, or electronic devices such as I-Pods.She also needs to stop using credit cards immediately. She can save her money to go to community colleges to improve skills she's good at. This plan will not happen overnight, so she needs to have patience. A second job might be feasible to get her back on her feet. Cleaning houses can bring in food money.If she has a plan, furthers her education, she will be out of debt. It can be done because I've had personal experience with Samantha's problem, and am living proof that it works.

Pretend Samantha is your own little sister, or your daughter. And pretend that so far, her only way to get money is through you. And you don't have enough.
So start thinking. And write whatever comes to mind.

Check the newspaper or city hall to find info on things to see and do in town that are free, and suggest those. Also- find where she can get free credit counseling to help the financial issues.
