Skype.com
Get info there.
Yahoo also offers a service, but I never used it.
Depending where are you calling, and what sort of phone line exists on the other side, you will pay more or less.
I have not seen any price per minute so high as the one you mentioned if you get used to communicate through your computer.
Just go to their website, check for the rates and availability, and then if you want to inscribe install the software, pay the fees - watch out, in Pounds -UK- and get your headphones with a microphone or just use your video cam.
In case of insisting using the phone, you have to buy a card that varies from region to region in the world. That costs also cheaper, but you have to add the price of a local call to the cost.
I do not have a fixed phone any longer. With my mobile and the computer, is more than enough.

you need to check into Vonage they are a fairly new phone company out there, I don't have the number for them off hand but I have heard nothing but great things about them, I am sure you can look up their number over the internet or go to their website, just go to your homescreen and do a search and I am sure their website will come up, you need to have a broadband connection though but other wise they boast of a 24 dollar a month phone bill with no hidden fees and plus you get all the other features that other phone companies offer, go check it out, I promise you won't be disappointed

Yes use a calling card. You can call internationally from the US to most countries for less than 20 cents a minute and alot of them are even under 10 cents minute. http://www.budgetdial.com has a lot of calling card selections.

Try using the internet, i.e. VOIP (Voice Over Internet Protocol), it's way cheaper. You can even view the person on the other line if you both have webcams.

over seas is more but a far cry from ,52 cents a min.
I use the same card over and over, just recharge it.
