If its a carbon based battery, then it can not be recharged.
A carbon rod is in the middle and the media around it interacts to make the charge. Once the media is "used up", chemically, then it cant be recharged again.
Alkaline batteries operate on a "gas" principle.
You can charge the gas up and it interacts with what ever it is inside of the battery to hold it. But, you can only charge them so many times, as everything wears out and metals 'sour' over time.
A battery charger only sends ions into the battery, and doesnt take enough out, so that its "stored" in the battery.
I wish you well..

Yes, known as a battery charger.
Not all batteries can be recharged. It should say on the packet whether or not you can. :)
