Yes, it is normal to have a slight size difference in the testicles. However, a large abnormality or a noticeable increase in size of one testicle could be a sign of testicular cancer.
FYI: testicular cancer tends to enlarge the right testicle and having mumps as a child increases your risk.

three testicles? Normally you have two testicles. One generally hangs a little lower than the other (normally the right).

I believe that it normal, and you may also note that one testicle usually hangs a bit lower than the other. Perfectly normal. See the link below.
