From my experience you can't have children on the sims 2 for ps2.
But if I'm wrong someone let me know.

well i have the pc version and the game on my ds lite :D anyways get the relationship "good" and then it'll give you options to whoo hoooOoooo and have a baby:D maybe your sim doesn't want to have a baby lol... game is addicting:|
