I have even searched at "www.microsoft.com" but it is not even there

VB is a very huge application.
install it with Visual Studio CD.
and can take any help for visual studio in
msdn.com

Do you have a software dump of the Microsoft Visual Studio 6.0 on your Hard drive? If not get a CD.

Double click the Setup.exe. You will be prompted for a password that you will get along with the CD.

After that you will be ready with your Visual Basic.

My Suggestion: It is already Aug 2006 and I think you are still few decades behind everyone else. Get a copy of Windows XP, and Visual Studio .NET. Install them. You will be out of all troubles that you will start facing after you successfully install Visual Basic 6.0 :)

Visual Basic is not a free program. Thus you need to buy it. However, let's think about it, who would want to add their money to Gate's coffin?

Reccomendation:
use the 100% discounted VB.NET, or download the cracked version on a p2p networks.
