A yard arm is part of the rigging on a sailing ship, the sun being past the yard arm meant that it has risen higer than the yard arm.
That would put it at about 11am, a time that is considered ok to drink alcohol with your meal

It is a nautical term, for when the sun has sunk lower than the cross support for the sails of a ship.
