lowering the temperature is the best way to control the growth of most bacteria.

without more info on which bateria, it is difficult to give you more specifics, but if you want to use e coli at a relatively low concentration in an LB broth as an example-lowering the temp to 4C would slow the growth to a doubling rate of roughly 6-12 hours, vs a doubling time of maybe 20-30 minutes at 37C. lowering the temp of the same to -20C puts them nearly into stasis, lowering to -80C puts them completely in stasis. returning to higher temps from any of the lower temps will return the e coli to normal growth conditions, you will need to put something like glycerol into the solution if you are going to freeze and unfreeze them
