There are recorded instances of a single act of intercourse leading to pregnancy for every day of the menstrual cycle, so yes it is possible to ovulate during a period. New research shows that the timing of ovulation is highly unpredictable, even in women whose cycles are regular. When around 700 menstrual cycles were assessed among 221 women trying to conceive, only 30 per cent had their fertile phase entirely between day 10 and day 17 of the cycle (the first day of the last period is counted as day one). Most women reached their fertile window earlier, and others much later.

At least 10 per cent of women were fertile on any given day between days six and 21, and up to six per cent were potentially fertile even on the day their next period was due.

No. Very unsafe. Sperm lives for 4 days. Last day of her menstruation could easily be day 5 or day 7 of her cycle (counts from the first day she gets her period). If she's irregular, she can very well ovulate on day 9 or 10. You do the math.
There are many types of protection out there. Choose the right one for you.

It is always safe to have sex regardless of the regularity or irregularity of her menstruation as long as your using any protection (like condoms, pills. etc.) before having sex.

Gross! There's no way of knowing for sure "how safe it is". Get her the morning after pill and next time use protection or tell her to get on birth control if she's going to continue having sex.

it is safe, as long as you use protection everytime to prevent pregnancy, many people don't realize that women can be fertile at any time. i got pregnant with my youngest after being on lupron injections for 6 months and not having any periods, shocked my doctors

I heard you can even get pregnant on the menstruation, so obviously all of that unsafe sex is unsafe...
