try voda host..where u can downlad blue voda wich offers u the best webdesign tools that i have seen so far...and its not very expensive

http://www.bravenet.com/ has lots of features too! And they're for free! Only draw back is...too much ads!

you could also try hosting a website somewhere cheap (like http://www.mher.org) and then perhaps looking for a freelance website designer.
