I am not sure what car theft has to do with the black boxes

Not sure, but i read recently that automakers/dealers will soon be required by law to inform consumers whether or not the car they purchase has one.

Mosty General Motors vehicles from '05 have them.
All automakers will need to have this as standard by 2011.

About 64 percent of 2005 model year vehicles have the equipment. GM, Ford and Toyota Motor Corp. currently install the devices in virtually all new vehicles.

Any vehicle with an Air Bag system will have the Event Data Recorder.

Black boxes are being installed in some cars without an owners knowledge. They record speed and other assundries in case you are in an accident, then they can use it against you.
