Yeah, I think with all the corruption scandels of the 90's the ICC had a duty to publically disclose it. I actually don't think anything Hair did was that unreasonable, except by naming a figure himself, it could be open to an interpretation of untoward behaviour.
The latest furore is because he offered to resign to resolve the clamour around what happened, and he fixed his own value of retrenchement award, rather than the ICC offering it to him. To be honest, in court, lost earnings, personal suffering, loss of reputation etc, he would probably be awarded much more than $A500,000, so he was being fair to the ICC and cricket as well.

Hair now wants to step aside of the chaos he has created and live his remaining life in peace. But his demand for money has raised serious doubts about his integrity. Hair has put Malcom Speed in great difficulty that how to save him from here.

Chances are also there that Hair had fixed the match and put his bet on England's winning the game. As the chances of Pakistan's winning the match were high in the Oval Test most of the people bet in Pakistan's favor. Hair was anticipating big money by doing every effort to deprive Pakistan from winning the Oval Test.

If there were another Umpire , the situation would have been different. Any Umpire must have consulted Inzimam before calling the match Off.

Hair is on a contract, unless he breaches the contract, they must pay him until the end of the contract. His offer is quite , legal , quite ethical and usual, he will accept a present sum against his future earnings.
This of course contrasts with the Pakistani admission that they for decades accepted bribes.
Hair conferred with his BLACK fellow umpire who concurred that the ball was picked. This is the same thing that Atherton a WHITE cricketer was fined for, and of course this isn't the first time Pakistan has been pulled up for ball tampering. The Pakistani captain as the manager admitted made a mistake in staying out of play for too long. A mature captain would protest to the the match umpire or the ICC. Hair would know that the ball would be later be examined by the ICC.
