what is a proper English for invoice used in overseas trade when customs clearance ?

I think the term you want is "customs manifest". I'm not sure that this is technically an invoice. It is a list of goods that the shipper or carrier prepares and gives to customs officials so they can determine the proper payment.

Customs officials will look at the Commercial Invoice. This lists the items in the shipment, their value and also contains information regarding the exporter and importer.
