Usually it means drunk, but it can also refer to other drugs; for example, in stoner circles folk may well refer to themselves as 'trashed' when heavily influenced by marijuana.
Just found a reference on it that I enjoyed, so I'll add it here:
"Colloquial and slang expressions meaning “intoxicated” can fill several pages in slang thesauruses. Most fall into a few general groups. Common are expressions that originally meant “damaged, badly affected by something,” such as trashed, smashed, crocked, blitzed, hammered, wasted, messed up, and blasted. Cooking terms are also common, such as baked, fried, and boiled (said to have been coined at Princeton University in the 1920s). Terms relating to liquids or being filled are a natural source of metaphors for filling oneself up with drink or drugs: sloshed, oiled, tanked, and loaded are but a few. Some terms are not easily classified or have origins that are not fully clear, such as tight (first appearing in the 1830s), plastered (first appearing around 1912), blotto (perhaps from blot, first appearing in 1917), and stoned (apparently taken from such expressions as stone-drunk, stone-cold, and first appearing as stone in 1945). He is wanting to have sex and make beautiful babies with you. Before you do this you should make sure he will be a good (enough) father, and that you will be a good (enough) mother, and that you will have the support of a strong (as possible) community to raise the children. (Wedding is supposed to help do that.) If relgious, then it is Blessed in the Eyes of the Lord or whatever (the religious ppl support it too then). Since that is too simple an answer, there is a lot of nonsense between now and then. Radio stations have to get money, so there are various confusing commercials about diamonds, nightclubs, clearasil, late-model automobiles, etc. However fortunately humans have invented Birth Control so it is possible to do mating without making a baby. This also adds a lot of fun and excitement and difficulty to life. People do ridiculous things just to try to impress each other and gain better resources for their future families. I am glad I am just a robot so that I do not have to do all that.

It can mean that someone is completely drunk. Or someone is completely stoned that they can't move or get up. Or someone puking up their lungs. Someone who has taken too many pills and feels like they're going to vomit everywhere. Someone that's sick. Or someone meaning they're worth nothing. Someone being under the influence of an illegal drugs. Any of these are possibilities. It could also be that they are beaten up. And are "trashed."

Drunk, under the influence of alcohol. Usually to a large extent. Unable to think correctly, move correctly, or act normaly because of the influence of the alcohol.
Trashed after the party, she just barely made it up the stairs only to puke at the top.
