Sapa is a holiday-resort town lying at the altitude of 1600 metres. Built in 1922, Sapa is 38 km from the provincial town of Lao Cai. Its climate is moderate with average temperatures from 18oC to 23oC degrees. There are a lot of rains from May to August. In winter, it is often foggy and cold with tempetatures below freezing point and occasional snowfall.

Vietnam is in a tropic region, and most Vietnamese have never seen snow in their lives. However, some have because it does snow in Vietnam from time to time.
Sapa is a ancient Hmong village close to Fansipan, which is the highest elevation of Vietnam (3,143 m or 10,312 ft). That region is cooler than the rest of Vietnam because of the higher elevation and being more inland than most of Vietnam. Snow is occasionally received there, but infrequently. Very cool fog-like weather is more common.

I have a friend who is Hmong. The Hmong are Vietnamese mountain people. When he came to America, he got off the plane while it was snowing and thought "What the hell is this stuff?" So no, at the very least, there was no snow during his lifetime, even in the mountains.
