Of course, that order is dependent on "fine" meaning the classic definition of fine (acceptable), not the slang term (very good looking). If you mean it as the slang term than I would place the word between beautiful and gorgeous.

Well, to be honest I think they are in different categories:

1). cute: denotes a certain innocence/openness

2). attractive: people are attractive for many reasons, many of them not regarding looks at all.

3).These I bunch together:
lovely (sounds like something my mother would say, don't use it.)
pretty
beautiful
gorgeous/stunning

4). hot: implies sexiness, not beauty

CUTE and PRETTY are different compliments, it seems to me. My gf, for example is not beautiful, but she is pretty and she is cute.
