TeX is a typesetting language that allows you to specify exactly how a given text will look on a printed page. In order to read TeX the way it's "supposed" to look, you have to run it through several computerized steps and have the appropriate software.

HTML (or HyperText Markup Language) is the language used on the world wide web to format web pages. In order to read HTML the way it's "supposed" to look, all you need is a web browser.

If you don't already have facilities to use TeX on your computer, choose HTML.
