I haven't heard the whole song, I only saw the commercial, and he was saying "get your sexy on", I didn't hear in which context he was saying 'sexyback'. So, is he talking about someone with a sexy back, or is it like preserving the sexy, or what?

He's bringing sexy back. The rest of the sexy back saying are simply a part of the song, but no direct meaning in their own rights. He's stating sexy was gone in the recent situation, but now he's bringing sexy back. "yeah". And that people don't know how to act. "yeah". Etc.

He's talking about how other musical artists have lost their sexyness. How michael jackson, smokey robinson, etc - they all had this sex appeal that was so charismatic - -he wants to get that back into fashion.
