Because people have become dependent on our government to solve all their problems. Sad but true...For every problem that can occur from health, food, housing, to natural disasters we have been assaulted with 'it's our humane duty' to provide for those that don't want to provide for themselves....
It use to be called charity. People would voluntarily donate to the program (charity) of their choice..Now, thanks to the socialist/democratic party..It's mandated...All at the expense of the taxpayer. We have to cough up the money to support these ridiculous programs (charities) whether we chose to support them or not...
Why work when others will pay...The new socialist/democrat slogan!!

The government can be blamed for a number of things in disaster situations. They fail in many different ways. They are responsible for (and often fail at):
1. Getting warnings out to people and helping them either evacuate or prepare.
2. Having emergency structures in place that will hold people who have evacuated their homes.
3. Having working emergency plans to allow agencies to communicate with the public, to allow the public to communicate with the agencies, and to allow the agencies to communicate with each other.
4. Responding post-disaster. Rather than patting each other on the back for a 'job well done' while people are starving to death and and breathing in toxic fumes, the gov't should be helping the public with the problems that are occuring.
5. Environmental decisions that impact disasters. Whether that's clearing coastal areas so that people can live in flood zones or adding to global warming - both contribute to the disaster.
6. Listening to warnings. Granted, not every warning can be taken seriously, but each and every threat must be assessed and if it's one that has a possibility of occuring, then a plan needs to be in place. If a local agency says that the levees won't hold, then it needs to be addressed, not filed in a circular file. If FBI agents write reports about suspected terrorists taking flying lessons, but not landing lessons, it needs to be addressed, not filed in a circular file. If a geologist says that a massive tsunami is gonig to hit a coast line in the next 25 years, preparations need to be made.

No one can accurately predict the weather. Most people become frustrated if there are no type of warning system or if there are newer technologies available and the money is being spent elsewhere. Also, the biggest frustration often comes after the event, when it seems the wheels of government grind slowly, if at all.

People do not want to accept responsibility for their own decisions and choices. So when something bad happens to them, they choose to blame the government. That's so much easier to live with than having to go "It's my fault. I knew this was an environmentally (or geologically) dangerous place to live. I chose to go ahead and take my chances. Now I'm paying for my choices.". For most people it's easier to say "The government should have had a better warning system in place." or "The government should have built a better levy system." It's always someone else's fault to these people.
People need to learn to live with the consequences of the choices that they make in life instead of looking for a scapegoat. It was not written in any book that I have seen that the government owes me or any other person a living.

Because the damage was preventable if we were prepared. Did Bush stay at the white house when 9-11 hit? No he did not, because you would die. Yet a levee which could have been fixed was not repaired, peoples lives were shattered and people died, yet billions can be spent on war. Can I get a wittiness or what?
I do not blame for weather but I do blame for the governments level of neglect. When it is someone you love dying you feel different. Furthermore Bush does not like black people!

the government is not necessarily always blamed for the disaster (though sometimes it is), but for its lack of preparation to handle the aftermath. To use your example of a tornado, even though they couldn't predict it coming, there should be provisions set by to help the misplaced families, or search parties available to look for missing people, etc. There lack of ability to handle the outcome of a natural disaster is a problem, that could easily be fixed if the governement would spend more time helping out their own people.

Great questions. However, with the U.S. being so advanced in technology and all, they knew that something "big" was going to happen, but failed to tell the media. By the time they did, they efforts were blown away, and people always see the negative consequences. Their were warning signs. It is also their delay to act. Right after they hit, trucks, good, should have been sent in immediately.

Because everybody is running around and screaming, "Global Warming" all the time and while they're doing that they can't hear the tornado warnings go out. And then when they're told to evacuate because Hurricane Katrina is coming, they say they don't want to leave their homes, and then after their homes are destroyed, they demand why the government didn't tell them. It's ignorance, really.

This is because, they collect tax from all of us...
And in return, citizens have certain level of expectation from the government.
The minimum will be "daily normal life". Tornado, is something "not normal" in the daily life.

America, by it's own admission and public display of religious slogans, has announced it's exclusive relationship with "God". So when America does evil things, "God" gets pi$$ed. We've killed a ton of innocent people in the middle east, just so Dick Cheney's Haliburton subsidaries and business associates can make a profit. This has clearly angered "God" and he's obviously trying to tell his exclusive hillbilly preachers that "They done f-d up" and he's going to kill their congregations.
