It can be a very formal look when done properly. White ties and shirt is usually a more formal prom or wedding. The tie should be the same material and exact shade as the shirt to look right. If the shirt is polyester, and the tie is silk, it will look mismatched. If the tie is ivory and the shirt is pure white, again bad look.

If you are wearing a vest or cummerbund, then match it. If you aren't, then go with basic black. It's a more traditional look, and you can wear it easier to a wider variety of formality levels. Semi formals, like homecoming, would look better with a basic black or color to match.

definately would not look the best, try matching your tie to the color your date is wearing or to the color scheme of the party.
