position of power, to have and pass a psychological panel evaluation??

That would give way too much power to psychologists. They would be as powerful as the representatives themselves.

The problem (one of many) wold be that both parties are going to want a say as to who comprises this panel. How many decades do you think it will be before they reach an accord?
Another obstacle would be the constitution. If it is the president then you couldn't require the test unless the constitution was changed. It spells out very clearly the requirements to be president. Doing the testing would be adding a new requirement.

While I support the concept, the problem is that whoever runs the psych eval would effectively have veto power over anyone being a candidate. Which opens up huge potential for abuse.

no, psychological tests can be fooled

besides, the people writing the law would be the people we already elected...they'd screw it up
