Take a packet of ketchup and cut a small tear in it and put it under the seat of a public toilet, so when people sit down, it squirts (or explodes) out all over their legs and pants.

When the person is sleeping put shaving cream in their hand then use a feather and like tickle their face. In their sleep they'll try and scratch themselves and get it all over themselves. It works, I assure you.
