I would really enjoy being "Rainbow Brite" ((you know...that little cutesie girl from the 80's)) with a little twist.
I don't want to buy my costume...like as a whole i mean...but i really DO NOT KNOW HOW to get a cute blue mini-dress that is long enough for school! ((btw-its a school dance i am gonna wear it to)) The only mini-dress i have found is like down to my upper thigh! MY REALLY UPPER THIGH!!! i need it to be apropriate...yet hot and cute. So the question is...
WHERE DO I FIND A BLUE MINI DRESS THAT IS NOT TOO MINI AND HAS THOSE LITTLE WHITE FEATHER THINGS AROUND THE BOTTOM!!!!!!!!!!???????

Sounds like you or your mother is going to have to make your
costume.

Get the short dress, if you know how to sew at all you can do this it is easy if not find someone who does to help you. You need to go to the fabric store with the dress and find something to add to the bottom to give it the length and look you want, take out the hem in the dress, I made this costume in the 80's I used a shiny silver for the bottom if you go to a store Like JoAnns fabric they will help you. cut the "band twice as wide and an inch more than you want it, buy some cheap quilt batting and put it inside, fold the fabric together over the batting lay the piece all around the outside of the dress all ends together with the new piece on the outside of the dress fold facing the towards the top of the dress, sew together and turn the new piece back down, you may need to press it a little. You can also buy a little piece of colored fabric to cut out a star and rainbow and fabric glue to decorate the top of the dress. I don't know of a site except "rainbowbrite" this will work it is not as hard as it sounds. Good Luck

Can you sew at all? Your best bet would be making your costume. If you can't sew, do a double layer. If your blue mini skirt is too short, wear a longer white skirt underneath it. It will give the effect of "THOSE LITTLE WHITE FEATHER THINGS AROUND THE BOTTOM" because of the different color.

If all else fails, wear leggings instead of tights or stockings. This will give you more coverage and be more appropriate. Otherwise, wear shorts under your costume. Make sure they are obviously shorts and don't look like underwear. Maybe you could get cute bloomers?

One way that I have found is to go to good will or salvation army, believe it or not . If you can't find something there maybe try what I did one year, {I had to wear my costume to work} I found really cute colored panties and sewed ruffles on them and wore them over my panties. Good luck !
