Well, for a start, you get some music, get your tap shoes on, and do a little dance. You can explain all of the steps names and how to properly do them.

It's best to teach with your back to them. Pick one "step" and do it slowly while explaining what you're doing with words for each movement (ie. "step" "hop" "shuffle"). Do the step first slowly a few times without music and then in time with the music. You may want to have soundbites of music for each step you want to explain on a tape or CD. Do mostly simple steps and maybe a couple advanced ones. Then at the end you can combine all the steps together for a little finale. Do it slowly and then quickly in time with the music. Hope this helps! I don't know tap dancing, but step dancing is quite similar and that's the best way to teach/learn ;-)

Are you going to teach them in a theoretical manner, or are you actually going to teach them so they can do it? In either case, pick something very simple with a strong rhythmic beat, to use as an accompaniment. Show them the simple flap, and if you're going to have them try it, get them up on their feet and working it right from the start.
If this is just a public SPEAKING effort, and they aren't going to actually stand up and do anything but simply sit and listen to you, start with the simple flap, then move up through the progression, but show them one step at a time ( so you aren't out of breath when you tell them about each step) and have them listen to the different rhythms your taps are making. Invite them to try and clap along with your taps, so they will focus on the different patterns. Then finish with a short demonstration routine to your favorite tap tune.

do the basics, make a little dance out of about 5-10 steps to a well know song. I suggest Cotton Eye Joe! If you want to show off a bit, do something harder. Explain a more complicated step.
