rebuilt carb..still no passing gear..no power in passing other cars.what is problem?

Your transmission is a 350 turbo I guess assuming you have a V8.

The way it shifts is by vaccum. There is a homodulator on your transmission. It is a vaccum valve that has a line that goes to the carburator. You may check to ensure that it is properly hooked up and clean flowing.

On the homodulator there is a one way valve and it has fluid on one side and vaccum pressure on the other. Check that valve !!!

and check your vaccum line to the carb as well ensure it is hooked up proper.

if that doesn't fix it than you gotta go the old fashioned way. When you want power drop it down to 2 on the colum and then your sure to be in second and will blow by all the rice powered Honda's on the freeway

kickdown to passing gear is with a cable - called a throttle valve cable - maybe its broken, a common problem

limited information only guess is mabe tv cable way out of adjustment. only guessing trans type 200-c 200-4r 350-c all use cable

I would say that you need new piston rings.
