Depends on what was being voted on...

For local elections it's usually the county clerk or local election board.

For state-wide or national elections it's usually the Secretary of State for the state in which the election is being held. For instance, in Oregon (where I live) Secretary of State, Bill Bradbury, certifies the results of state-wide and national races.
