its always fullscreen and when i minimize it to check something it takes forever to load back up. How do i make to were i have the blue bars at the top and bottom?

That's just how The Sims 2 is. It takes forever to maximize after dropping it down, even on a fairly decent computer.
One tip I can give you is to save often. The game will then be able to save the game info to the Hard Drive, instead of holding it in the RAM. This helps the game run faster while playing it, perhaps it will help with maximizing it, too.

Idont know but my at me it maximizes back in 1 second!Maybe your drivers are full
