No, it is not.

North Dakota requires a specific motorcycle license to operate a motorcycle on the roads of the state. Licensing is also required for ATVs.

In most states you must have a motorcycle endorcement on your licence to operate a motorcycle on public highways. Check with the D M V to be sure.
