why is it during the summer or like high tempature or on the sun i get tiny bumps on my armes and they start itching

Sorry buddy, you have a sun allergy. I started getting it at about 30. The only way to cure it is to use a high SPF sun screen or stay out of the sun. Sometimes, if I forget to put on my sunscreen and get the itchy bumps, I will put ice on it until I can put some hydrocortisone cream on it...the longer you're in the sun, the worse it will be.

Could be "Chickenskin", my daughter and husband have it. A RX of 60% urea clears it up. It is tiny hairs that get caught in the skin. That's what it sounds like, but check with the derm.

They could be dry skin patch. Try using oatmeal lotion. Or just heat rash. There is not much you can do for that.
