The official exchange rate of VND (Vietnam Dong) to USD (U.S. Dollar) is a little less than 16,000:1, and has not fluctuated very much from that for a few years. This is because Vietnam has based their currency on the USD (ironic, considering were were former enemies).

Most Viets outside of banks or official currency exchange locations will exchange your dollars between 16,000:1 to 15,000:1 depending on the USD denomination and the wear of the bill that you're trying to exchange. You will receive a higher rate if you exchange new $100 bills. You will receive a lower rate for smaller denominations or C-notes that are worn.

What's more important is the cost of living difference. The cost of living in Vietnam is about 1/6 to 1/8 that of the U.S. This means living in Vietnam costs 1/6th of comparable living conditions in the U.S. $1.25 US can buy you a meal and a beer in Vietnam, where you might only buy a pack of gum in the U.S. for the same amount of money.
