When he offers the cake, how do i get him to eat one of my annoying neighbors. He has killed one of my sims already. HELP ME PLZ!!!

What you should do is build a fence completely around your cowplant and don't put a gate there, so that when you can't supervise your plant, no one gets killed.

Each day you need to feed your cowplant one of those ham things, go to build mode and move the fence or wall away.

On the day before you plan to sacrifice your neighbor, don't feed the cowplant. Invite the neighbor over on 'D' day, but don't have food handy for your guest (eat before inviting him) then take one of the fence panels away from the front of the cowplant and eventually your neighbor will get a little hungry and if the cowplant is really missing its meal, it will lure your neighbor with a delicious slice of cake.

If you are worried about other people getting munched, then just make one area for the cowplant with walls, then call the neighbor over to chat a little, then step out of that area and build a wall with no doors or gates. Then the neighbor cannot leave. Sooner or later he will mess with the cowplant cos he's so hungry. :)
