You need to be specific when asking about "performing arts" programs, because colleges offer them as unique disciiplines and instrumental music can be great in one place, yet stink in another where dance could be best. If you mean Musical Theater, that say that.
Depending on what you're looking for, I'd say to check out the University of the Arts in Philadelphia. However, since you're naming such far flung places, then why don't you just look for the best programs in your field, rather than in specific places?
Get hold of a copy of "The Performing Arts Major's College Guide" by Carole J. Everett, put out by Arco.
